He has worked with musicians and performers across the country helping them to train how to put themselves in the best mental position to perform!

Dr. Paul Hill, Ph.D.
, will be teaching us about the future capabilities of artificial intelligence, but more importantly, how to put to artificial inteiligence to work for you to help simplify some of the daily operations treasurers deal with. Be sure to bring your laptops for this one if you can! In 2015 his work earned him Utah Governor’s Medal for Science and Technology. His work will be relevant to many of you as he has worked on various initiatives for expanding online access in rural communities in Utah.

Dan Jessen is a simpleton farm kid from New Harmony Utah with a knack crashing vehicles and fixing things.  He dumb-lucked into finding a beautiful wife and they popped out six amazing kids. After Graduating from SUU with a degree in Finance, he spent the first half of his adult life running his own businesses and then going to work for a large corporation in the telecommunications industry.  After 3 years of pain and suffering in the corporate world and surviving 3 rounds of layoffs, Dan found himself as a director over an eliminated division of the Company.  It turns out this job title has an annual salary of zero, so he was forced to reinvent himself as a “Government Finance Professional”.  The things we do to live where we want to live, am I right? Re-starting out as a City Treasurer at Enoch City, Dan fell in love with governmental budgeting, no seriously.  This weird personality flaw eventually led to a couple of terms as the Iron County Auditor where he managed 27 funds and a 75-million-dollar annual budget. In this role he was the CFO, Head Accountant, and Budget Officer. Basically, he was an elected accountant, go figure.  Despite the oxymoronic nature of this job, Dan really liked where he was and is still not sure how he ended up becoming the Parowan City Manager in the fall of 2022 but thinks it may have been an elaborate kidnapping scheme involving a taco truck and a blindfold.  Ever since he crossed over to the dark side of management, he has forgotten almost everything that smart people know, as one does.  However, he found one of his old PowerPoint presentations and is happy to be here today sharing some government bean counting secrets to budgeting success.

Cameron Diehl ULCT
Cameron Diehl, ULCT

Cameron Diehl became the Executive Director on October 16, 2017. Cameron studied political science at the University of Utah, was the Editor of the Hinckley Institute Journal of Politics, and later graduated from the University of Colorado School of Law. He started his career at ULCT as a legislative intern and returned to ULCT in 2010. During his time at ULCT, he has also been an administrative assistant, policy analyst, attorney, and Director of Government Relations. He previously worked for the Boys and Girls Club in Salt Lake City and coached basketball and football at Justice (CO), Fairview (CO), and Murray (UT) High Schools. He is an avid University of Utah fan; his paternal grandparents had their first date during the Utah State-Utah game on Thanksgiving Day in 1944 and Cameron and his family have been fixtures at Utah football games ever since. Meanwhile, his maternal grandparents met at BYU and his grandfather was later the mayor of Glenns Ferry, Idaho for 24 years. Cameron is a Murray native where he was a member of the Murray City Youth Council and attended ULCT Local Officials Day. Cameron and his wife Rachel are the proud parents of Annelise, who visited three national parks with her parents before she was four months old and Sierra, who was born during the COVID-19 pandemic.  Ask Cam anything about local government, Utah history, Utah football, Jazz basketball, or politics.

2024 Chris Healy

Dr. Chris Healy

Dr. Chris Healy is currently an Assistant Professor of Management at Utah Tech where she teaches Human Resource Management, Organizational Behavior, and Management. She holds a PhD in Industrial/Organizational Psychology, an MA in Human Resource Management, and several professional certifications. Chris’s 30+ years of professional experience includes development and implementation of several employee talent acquisition and performance management programs for companies such as Blue Bunny Ice Cream, Performance Foodservice, Sysco, SUU, and McLane. Chris is currently the U.S. Small Business Administration’s subject matter expert for the T.H.R.I.V.E. program. Dr. Chris is the owner of Healyum Human Resources. LLC and has been a contributor to many boards and committees to include the State Workforce Investment Board, Color Country Human Resources Associations, Associated General Contractors (AGC) St. George Workforce Readiness Committee, Leadership Dixie Board, Because International Accelerator Program, and Employer Support of the Guard and Reserve (ESGR).

2024 Mark McCray

Mark McRae

Mark McRae recently retired as the Finance Director for South Weber City. Prior to this position, Mark was the Treasurer of Bountiful, Utah for 15 years. Mark has a total of 47 years in municipal public service.  He has been an instructor for the Public Treasury Institute since 2003, traveling throughout the US teaching cashiering, investments, leadership, and other treasury topics with the Institute. He is a co-author of the Public Treasury Institute’s book, Highly Competent Cashiers and has taught these topics to hundreds of cashiers in the public and private sector.

He has his Bachelor of Science Degree from the University of Utah, with a major in accounting.  He has completed additional studies in computer science, corporate leadership, and employee motivation.  Mark has held numerous leadership positions in state and national associations representing treasury officials and played a key role for the state of Utah in investment policy development. Mark is a long-standing member and past president of the Utah Association of Public Treasurers.

Mark has five children and 11 grandchildren.  He has been involved as a volunteer leader in the Boy Scouts of America for over 55 years.

Utah State Treasurer

Marlo Oaks was appointed Utah’s 26th State Treasurer in June 2021. As the state’s chief investment and chief banking officer Marlo is responsible for debt, cash, and investments, including the $30 billion Public Treasurer’s Investment Fund. He also administers Utah’s Unclaimed Property Division.

Marlo spent 17 years overseeing multi-billion dollar investment portfolios. He is one of only two state treasurers with institutional investment experience. Marlo completed a Bachelor’s degree in Economics from BYU, an MBA from UCLA Anderson, and holds the CFA and CAIA designations.

Dennis Johnson

Unclaimed Property

 

Dennis Johnston became the Administrator of the Utah Unclaimed Property Division in October 2011.  He was elected as the President of the National Association of Unclaimed Property Administrators (NAUPA) for 2018.  NAUPA is a network of the National Association of State Treasurers (NAST).   Mr. Johnston earned his MBA from Utah State University and a BS from BYU.

He received a commission from the US Navy as a Supply Corps Officer and retired following 20 years of service mainly as a Reserve Officer.  He also worked for over 25 years as a Trust Officer for some of the banks in the Salt Lake City area.  As a corporate fiduciary, he worked in estate settlement, trust administration, sales, and compliance functions.

Avocations include beekeeping, gardening, hiking, camping, fishing, and his favorite is being called “Pop Pop” to 11 very active grandchildren.
